Electrical Engineer with a degree in Physics from the Universidad Distrital Francisco José de Caldas, Master's Degree in de Caldas, Master in Energy Management and Renewable Sources from the Instituto Tecnológico de Monterrey, and a Ph. from the Instituto Tecnológico de Monterrey, and PhD candidate in Electrical Engineering and Electronics Electronic Engineering (Universidad Distrital FJC). He was part of the programmatic team of the Historical Pact that drafted the proposal for the Energy Transition. He was a member of the transition team on energy issues after the election of the current President of the Republic, Gustavo Petro. He was appointed by the President as Minister of Mines and Energy, a position he has held since August 4, 2020. since August 4, 2023.
