- Lawyer and geological engineer with studies in international economics. Specialist in Environmental Management and Mining and Energy Law, and holds a Master’s degree in Business Administration. Throughout 33 years as a public servant, he has served as Deputy Secretary of Mines and Energy for the Government of Boyacá, General Director of Mines and Energy at the Office of the Comptroller General of the Republic, Deputy Comptroller for the Mining and Energy Sector at the same institution, National Deputy Director at the DIAN (National Tax and Customs Directorate), Director of Environmental Control in Bogotá, and Deputy Superintendent of Energy and Gas at the Superintendence of Public Services. Currently, and for the second time (2016–2018), he serves as President of the National Hydrocarbons Agency (ANH). He has also been appointed as Acting Commissioner of the Energy and Gas Regulatory Commission (CREG).
